Did a Bear do this?

This dug out tree was discovered on the ridge north of the Three Sisters trail in Allegany State Park in mid-May.  The longer dug out was about 4 foot long, the lowest portion of which was about 8 feet off the ground.  A small pile of wood chips was found at the base of the tree.  We also found over a dozen bear scats within a half mile of this location.
